It's been a while since I've been 60 on my mage, but I'll try my best. :)

Leveling as Arcane is not nearly as mobile as some put it. Let's face it, besides Arcane Barrage, you'd only have Fireblast, and that's too inefficient to cast all the time. It's still fairly mobile though, but you have to stop and cast every now and then.

The rotation mostly depends on whether you specced for Slow or not. Without Slow, you'd start off with Frostbolt, then alternating Arcane Barrage with Frostbolt.
With Slow, I usually pull with Fireball, the cast Slow as soon as the Fireball leaves my hand. After that, just alternate between FB and ABarr.
Remember to keep moving while you can, ie. when casting ABarr. Using this, most melee mobs never even touched me before they died.

Why use Slow over Frostbolt? Especially when Frostbolt does damage? Simply for the fact that Slow is a more powerful snare compared to a untalented Frostbolt.

As for efficiency. It's about on par with Fire, and not as good as Frost. You should be using Mage armor while levelling, and once you have access to the 3-charge gems, downtime becomes much, much more infrequent.

And you also might want to consider the upcoming patch. Who needs to drink when you have 2 minute Evocations.
