A lot of times when people first start playing this game for the first time, they dont know any better, and they dont research everything ahead of time. And then when they hit lvl 10 and start getting talent points, they just stick them into things that look like will help them at that time, and dont foresee the big picture of what it will look like in later levels. You'll see things like this a lot with people leveling their first toon ever.
