Im not positive but i think those both spells use the Global Cooldown, so you can't have two spells like you said.
However there is a 'Cast Sequennce' macro that you just click twice and will cast those two spells.
#showtooltip Stormstrike
/castsequence Stormstrike, Water Shield
Change the 'Stormstrike' after the ' # ' to whatever you want the icon to show up as

Note, you have to press it twice.
I'd remove the spell name after #showtooltip entirely, so it will show whatever its actually going to cast.
Also, because Stormstrike has a cooldown, this macro wont be terribly useful. You wont be able to cast water shield until Stormstrike has finished cooling down.
Instead, you may wish to try castrandom. It offers less direct control, but you can safely mash it with Stormstrike and Water Shield - the former having a cooldown and the latter having no mana cost. You could even throw Purge in there, since it will only be cast if there is something to dispell.
