When leveling, you're likely to find Obliterate hitting harder, since most mobs don't have a lot of armor. In heroics and raids, Obliterate's damage will continue to decline, while Scourge Strike will stay constant. That's when SS starts doing comparable damage, really.
Also, if you have a lot of ArPen, you'll be boosting Obliterate's damage while not affecting SS.
