The best gear for a PvP warlock at 70 is currently the season 3 arena gear and related PvP rewards. This includes rings and necklaces, though trinkets are probably more debatable.
There is no such thing as the best talent spec. There are several good ones.
Critting for 10k shadow bolts would likely require the following in PvP:
- a destruction spec with Ruin and SnF
- a ton of spell damage
- hitting back to back crits on someone already dotted up by a shadow priest
- targeting someone who doesn't have a significant amount of resilience
Most of which either cut into your own survivability in PvP or are things beyond your immediate control.

Dot = Damage Over Time spell
Dotted = Damage Over Time spells have been applied (shadow priests have a stacking debuff that increases the amount of shadow damage their target takes)
Resilience reduces the chance of a critical hit happening to you, reduces the amount of damage done by critical hits, and reduces the amount of damage done by dots.
Spell hit increases the chances that you spells will hit. By default, you will have a 96% chance of hitting a player of the same level as you. This chance drops against higher level targets. Spell hit can raise this chance as high as 99%.
