If specced right, and with decent gear, rogues can easily make the top 5-10 in raid DPS.
In my opinion, combat builds are the best for raid DPS, and if you ask other rogues they would most likely agree. I've raided hemo and combat, and I found that my DPS dropped while using a hemo spec. In terms of weapon choice, arguably swords is the best spec because it has a huge damage output. I prefer daggers myself.
Not sure about assassination builds in raids.

Combat swords has been the highest sustained DPS spec I've come across.
I've never specced Hemo, but from what I understand, it's a more support/survival oriented build.
Assassination was sub-par to Combat pre-2.4, but with 2.4 coming with the new +15% critical strike chance on Mutilate, with the right talents I think that it will keep up, if not exceed Combat.

rogue dps is highest melee dps in game! only reason we are so unwanted is that we dont give any raid buffs i guess
and you make me have to try to be able to top damage meters :P (hunter)

Like others have said, unless it's one of those novelty fights where melee needs to be running all over, rogues will be represented in the top of the charts. DPS Warriors can be really good, but won't scale nearly as well with gear as a rogue, and assuming your group knows what they're doing, all their plate won't mean a thing since they shouldn't be taking many hits.
For spec, I have yet to see any spec come close to combat for sustained DPS. Either sword/sword or fist/sword seems to work the best. Daggers is more fun to play as shadowstep could be the coolest thing ever, but you do give up that sustained damage which is so important. Combat has a few ways to really spike your damage up which can help in a pinch when healers are low on mana or something. I don't know if anything makes me happier than vanishing on to reset my aggro then popping adrenaline rush, blade fury and my trinkets.

You might look into the loss of 'personal' dps vs the gain in 'overall raid' dps being a hemo rogue... I've not run the numbers but a loss in personal for a total gain in raids might be preferable over all.. though it may not be practical in reality when it is on paper.
EDIT: grammar spelling and that stupid add getting in the way.
