Armory is down, so I am not entirely sure, but are you asking him to spec into call of flame as an enhance shaman? Lava burst is not in any standard rotations, and while some use it to get and elemental devastation up at the start of the fight, you are severely limiting your DPS if you are using it frequently.
With imp totems it is usually expected of the shaman to have FT totem down for the raid, so no searing/magma/nova totems. And while it is only 1 point, elemental focus is not that great for shamans as mana pool is rarely a problem.
To be honest, I would keep elemental warding, it is a priceless talent on fights like saphiron where any kind of mitigation will help your healers.

I only recommend doing this if you are always raiding with a blood DK as they have abominable might, which essentially is unleashed rage.
You are 100% correct with the hit requirements, 341 is ideal, but don't forget that if you have a boomkin or spriest in your raid, you get an extra 3% if they keep up imp fairy fire/misery.
Once you reach the hitcap, start looking at the expertise cap as well, you may have to dip into some leather gear to get the expertise needed to reach the cap(200 rating), as hunters don't require it so it is rare to see on hunter/shaman mail.
For gems it is best to get 8agi+8hit, once hit capped I would go for 8agi+8crit.
