I've got the same thing going- except I've quested my rogue through STV and Dustwallow but now I am helping my gf finish Arathi Highlands/Alterac mountains. I know STV will drive her nutty so I guess it's Dustwallow. Also- Swamp of Sorrows falls into the 35-45 range, although there are not as many quests there as other zones. I think the same of Badlands- too few quests plus no flight path but still 35-45.
Also- Desolace, which is desolate and a far flight from any major city.
