Gear isn't everything. As an example, my Hunter had mostly 378 gear but a 333 ranged and 308 (?) melee slot. I was still doing 44k on Madness LFR, keeping up with everyone really.
What you should have said to this mage was that he should learn his class better, albeit in a nicer way. Take a look at what spells he's using etc. He could easily pull his weight in that gear - and to me, that's not an issue at all. It wouldn't matter if he did get PvE gear, he'd likely still do crap.
The only time PvP gear matters is when you're raiding. Then you can tell someone to $%^& off, you're doing more serious content now.

i wouldnt have said too get some pve gear, considering he had 403 pvp pieces. and you can enter the HoT hc's with ilv353.
i would say too pick up the pace, cause which such gear even if its pvp gear. there is no good reason to be below tank dps especially single target.

I tend to agree: I think he could have pulled more with that level gear even if it is PvP.
Though he might have had, say, only a little hit (isn't the PvP cap for hit 4%?)

Yeah, it wasn't the guy's gear. Think of it this way, the Strength / Agil / Int is generally equivalent between PvE and PvP gear. When it all comes down to it, a guy decked out in PvP gear is going to have relatively the same stats as PvE, EXCEPT they will have like ~4000 Resilience Rating instead of having that be 4000 haste or 4000 crit or 4000 mastery.
That's the only real itemization difference. There are some Gem Choice and Enchant Choice differences, but it all really comes down to that 4000 in thrown away secondary stats. That said, 4000 thrown away secondary stats does NOT have a huge impact on one's DPS, especially since we are talking about 390+ item level.
So it's not really a gear thing. It could be:
1) Spec. If he's Frost Spec he'll do less DPS than a proper Arcane or Fire PvE spec. Also by using PvP utility talents he's potentially losing out on DPS there.
2) Skill. PvP heroes might not really know how to DPS in PvE. I'm sure running around frost nova-ing and spamming Ice Lance isn't the same skill set as standing skill and doing a rotation.
3) Gear. The 4000 thrown away resilience points is a DPS hit. He might not be reforged correctly (i.e. maybe PvP likes Haste, but PvE should be stacking Mastery). Also he might not be at the proper PvE hit caps.
4) Effort. He doesn't care. He's running an instance for JPs or whatever reason, but PvE is dumb and he doesn't care.
Combination of those 4 things is what causes PvPers to have low DPS in instances.
