I've been wondering...how do I get to play in the PTR? Do I need to create a normal char, level 1 there, and level him up all the way to 70 to test the new stuff, or can I transfer a char already made from another realm, or...how?

No, the PTR is live, with 2.4 on it.
False, The 2.4 PTRs have been taken down. The TTR (Tournament Test Realm) is still up.
