I am pretty sure that Warriors reforge the same way as Paladins do: Mastery above all else, then Dodge/Parry equally as best as one can, then Expertise, then Hit (I think Pallys are the other way around - Hit > Expertise).

So if I have a piece with dodge and expertise, I reforge into the expertise into mastery. Same with a piece with mastery and hit, I reforge the hit into dodge or parry (whichever of two I have lowest). Then I reforge all the dodge and parry on mastery/dodge and mastery/parry items into either dodge or parry to balance them out. I do this for total combat table coverage and maximum mitigation and avoidance.

Some people like to get hit and expertise soft capped. I used to do it all the time in wrath, Now though in Cata there isn't room for it on my gear. Surivial for me is highest on the cards next to threat.
