Realistically, it's a PvP burst spec with additional elements of survivability and control over Ret.
That was actually my biggest problem when I tried protribution on arena today with Arms in pair. I just missed Rep stun so much, and Silence seemed to be a very limited CC option since it was also my strongest attack. Or maybe I'm doing something wrong?
Also Avenger's Shield seemed to be my one and only burst attack, because Hammer of Righteous seemed to be very weak. I had much more survive potential, but it was just useless without heal.
But at the same time I found this spec to be very effective on BGs. I survived heavy action with ease and with considerable return damage. I loved so much that I had such a strong range attack with Silence proc.

AS should be your strongest attack, yes. Depending on your gearing, HotR or ShoR will be your no. 2 attack, depending on whether you've stacked BV or whether you're gearing in a more conventional Ret PvP way.
So you're not really doing anything wrong, it just means you need to change your strat somewhat and instead of CC'ing a healer and focusing on the DPS like a conventional double-DPS would, you could instead silence and burst down the healer.

You're not going to get there with mixed Prot / Ret gear, unless you've got a lot of non-BiS Prot gear, since the higher end stuff doesn't typically have that much BV.

Your block stops 937 damage.
This one is the one that gets capped, for ShoR. You're a long way off from it, don't worry.

It's one gearing option, aimed at maximising burst. Per item value, BV gives you the biggest short-term damage return. Strength is only better on a long-term basis (i.e. in a rotation). But within a Hammer of Justice stun, you've only really got time for a ShoR, HotR and Hammer of Wrath or something.
It does lead you to be very anti-melee oriented though, which is still pretty good for BGs, but may not be appropriate for arena. From what I'm aware of, the stronger Protribution paladins in arena are running in high-end Ret PvP gear for the resilience and general sustained damage.

How you play / gear for arena is entirely dependent on the role that you're going to play, which is going to depend on your partner. Ideally though, pick a DPS partner, because if you get a healer, you won't do enough sustained DPS to be viable.

BV= Block Value
Hit cap is need to be a little over 5% for pvp and I don't remember Expertise cap sorry :(

Actaully I do have Insane Massive Dps if I use BS/JC(add socket and use dragon's eye) and carry
libram
+
trinket
.
I went to pvp arena 2v2 Skirmish 1st then finding what class were be better to get along with protribution. I do find it well with 3 classes and I hope to find more soon.
1) Disc priest: healing u, mana burn to the healer and DoT to stealther
2) Afflic warlock: DoT both target, cast fear to the healer, drain mana from healer and fear to other target that attack warlock
3) Frost or Arcane mage: Sheeping, CC and blast them down
IMO Disc priest is the best partner with Protribution pally for 2v2.

3) Frost or Arcane mage: Sheeping, CC and blast them down
I ran Arcane Mage with my brother's Protribution Paladin, and found it was highly dependent on our openers. If we could open right and I could start freecasting, it was game over very quickly. If they locked me down (silence / CC chain), then they could burst through me and wail on my Ice Block until I popped out, because the Paladin couldn't do enough to hamper them.
Then again, it could just be an issue of gearing. My brother was only running in 3/5 Relentless and one Titan-Forged, so the other half his gear was triumph/ICC5 level epics.

with your weapon. you're gonna want a slower 1 hander with a nice top damage.
any 2.6 speed wep is good. icc 10 has a few good ones i've been trying to get at. hard to roll on things you're not supposed to be rolling on tho.
i'll probably keep my shield for the extra Block Value to up my HoR damage, unless i get that shield from ICC with the Block Value.
yea i did looked through ICC stuffs, found 2 items are the best for protribution to use
Gutbuster
on 10m and
Icecrown Glacial Wall
on 25m also u can get them both from Heroic Raid too. Make sure add
Titanium Plating
to that shield :)
it really depends on how you and your partner plays. no matter what you are, pallys always have a hard time with healers. you're really just gonna have to find a setup with your partner. with my disc priest partner. we'd time fears, silences, and such on the healer, and i'd pop wings as we both bursted him down.
you're damage output and burst as a prot paladin is pretty ridiculous sometimes.
if you're doing things right, you usually put out the most damage by the end of the fight.
since my post, i haven't found much else different. just gotta find out your playing style.
prot ret pvp is pretty flexible.
with rotation, it's really up to you, just stay close to the 9696 rotation just as if you were tanking.
remember, avenger's shield is a great interrupt. use it wisely.
it can be a very heavy hitter, sometimes i get 7k crits off it.
any other questions?
i know it is really hard to kill the healer but the best is to save ur AS/HoJ unit healer is at half hp left and then fire away to CC to Death. When someone got u on CC for save healer to prevent CC to Death then use trinket or bubble.
i got this macros "/castsequence reset=(5 or 6sec) Judge, HoR, ShoR". So u can create 3 macros of them light, mana and slow for judge.
yea AS with glyph is great for pvp and sometime i got over 9k crit.
