I know that these procedures seem like a lot of hoops to jump through, however, they are necessary to protect the Parental Controls system from being circumvented. There is no other way to remove Parental Controls from an account.
See this page:
Help! I can't use the in-game shop/Real-Money Auction House anymore!
If your account has Parental Controls enabled, your access to in-game shops in World of Warcraft and Hearthstone and to the Diablo III Real-Money Auction House has been disabled due to a recent change we made to the system. From now on, Parental Controls will prevent in-game purchases by default.
If you want to re-enable your access to real money purchases:
1.Completely exit the game and close the game client.
2.Go to your email and click the link we sent you when you first activated Parental Controls to access your Parental Controls dashboard.
a.If you lost your original email, you can have it
re-sent through Battle.net
3.Under
Purchase Settings
, check
Allow in-game purchases
.
4.Click
Save Settings
at the bottom.
If you want to completely remove Parental Controls from your account and you are a legal adult in your country of residence, please contact us for assistance.
For additional information see:
Adding and Removing Parental Controls
If you lost the email that gives you access to the Parental Controls Dashboard, you can
send yourself a new one

I think they were auto enabled when they introduced the in game store (or shortly after, My store stopped being available a little while back), I know mine came on and I am not aware of having set any up.
It's not a big deal, just go to battle-net settings, get the email, click the link and change the settings back to what you want.
I think Blizz had to enable them with the store to stop kids ordering mounts and pets on their parents credit cards.

Hi all, the recent Parental Controls change did not affect accounts that did not have Parental Controls enabled. Prior to the recent change, accounts that had Parental Controls enabled did not automatically have the in-game store disabled, which is what the change was for. Now, any account that has PControls enabled, will need to toggle in-game store accessibility (through the Parental Controls Panel) in order for any games on the account to use that.
If there are Parental Controls enabled on the account that an account holder did not set up, then this should be
reported to us
so that we can investigate the issue in greater detail. If it does not look like the PControls were set up exploitively (during a compromise to the account) then they would not be removed until Blizzard's support had verification that the person requesting was
Age of Majority
in the registered country of residence.

Thanks for the clarification Araxom.
I don't recall activating my parental controls but that doesn't mean I didn't, I probably activated them just to take a look several years ago.
Nothing looks suspicious on my account, I have an authenticator and log in via the Battle.net client anyways.

Hey. I spent a lot of time figuring out the issue. NONE of the e-mails I gave to the retrieval area were 'valid'. (
https://us.battle.net/account/parental-controls/retrieve.html
)
After everything, I figured: heck, why don't I just ask at the assistance area? (
I'll cut right to the answer. It ended up being my FATHER'S email address. Even though I was 100% certain it wasn't him in the first place.
And no, for some reason, the retrieval area didn't even recognise my father's gmail: the original gmail that really was valid.
Just check your parent's emails and search up 'Blizzard' in their inbox. If it isn't deleted for some reason, your problem should be resolved.
I, myself, after finding the gmail I realized I asked my father to lend me his email many years before.
So that's how far I got before my problem was solved. I don't really have anything more that can help you, as for if you don't have the original message.

Yeah, it's randomly attached a PC lock on mine just now, no idea what's caused it, but sort of really REALLY frustrating, so that's cool.
The setting up of
Parental Controls
on a Battle.net account has nothing to do with any access other than access to Battle.net. If a "
PC lock
" has been set up on your computer, Blizzard had nothing to do with it and if it was set up without your knowledge, it was put there by someone who had access to your computer. See the Battle.net support article >
SECURING YOUR COMPUTER AND ACCOUNT

This is complete and utter BS. I made an account here just to address this tomfoolery. It is absurd. You CANNOT access the parental control panel from that page, it gives you NOTHING of use to figure out your problem, and Blizzard being the uncaring A.D.D. support team that it is, does not have a solution to your problem. They apparently don't want the $20 I'm trying to give them for a race change and it's a freaking disgrace that they cannot figure out a better system to appease their players and accept their freaking cash. It's abysmal, the amount off attention that has been spent on how to have a proper working WEBSITE for such a huge gamer cash cow. I cannot understand, for the life of me why it is so hard to purchase something on a game and why YOU (poster of this comment) would suggest a solution that is obviously not a working one. The person that posted this wants a gosh darn freaking mother of an answer, and so do I. And don't freaking tell ME that I need to go to the "parental advisory page" to fix these issues. THATS WHY I CAME HERE. The parental account management page does not even let me log in (it just keeps sending me security codes that don't work) and there is no acceptable excuse for such an issue, absolutely none. So Blizzard, I'm not even saying please... get off your butt and fix the issues that are wasting my time and also wasting the money that you could be making... it just doesn't make sense to me... it's astonishing that a company like this can exist.

You, my friend are a joke. Please provide an appropriate answer to our issues, and I would not address you with such contempt. If the "SHOP" button in the game were there, I would use it. If the parental control article helped me at ALL, then I would not be here. I am trying to purchase a race change and I find it absolutely disgraceful that Blizzard would pretend to be an actual functional company with issues like this that seem more reminiscent of a child's virtual lemonade stand. I cannot get any answers... I cannot find any logic... I cannot get my mother loading race change for the life of me... The amount of effort that I have put into trying to figure this out... I would be Arena +2400 at this point. It pisses me the freak off... and don't pretend that the answer is clear and obvious... There is a reason why this is a thread and I expect a Blizzard employee to get to the bottom of this issue... not simply brush it off as "obviously it's a user error".
