between human and night elf, id pick night elf.
Night elves have shadowmeld, elune's grace, and starshards.
Shadowmeld- stealth, weaker, cant move but cant be seen unless they are really close.
Elune's Grace- 20% dodge basically for 15 seconds.
Starshards- a nice DoT to go with SW:pain/VT
Humans get some worthless racials.
Feedback LOL (does like a little dmg when u get hit)
+10% spirit (good for healing/mana regen)
builds rep faster.
Perception- detect stealth a lil bit better.
My priest is a night elf, mostly shadow, but recently i have been dps smite spec and i heal in raids.

I envy humans for their increased spirit. I could do a lot with 10% extra spirit.
!0% spirit is nice. It'll be interesting to see if they nerf it in the near future with the changes to spirit in 2.4. I think it's better for pve, though, but certainly still useful for pvp.
I love NEs... and I think they'd be better for your desive to pvp.
You get a pretty good DoT (Starshards... this is Arcane, so you don't get locked out of it by a Kick), the ability to stealth and drink (very useful in pvp and pve), and Elune's grace (20% chance for melee attacks to miss), 1% dodge chance, and +10 Nature resistance, in my opinion all of which are useful to pvp.
For Humans, while perception is nice, rank 1 Holy Nova can be used by any priest with 11 points in the Holy tree to identify nearby stealthers. Expertise to sword/mace (or crit chance now?) doesn't do much for a priest, and the faction bonus won't help in pvp. Spirit will help your +heal/dmg, but your gear won't have that much spirit on it, so it's not like you're gonna be getting a ton of extra spirit like you'd have in pvp.
Plus, if you take NE and want to be a human, just go run Caverns of Time and you'll get a great human illusion buff :D

Perception IS a VERY good racial, if you plan on being front line dps. As a priest, you are either healing, or nuking as a caster/squishy. Neither are front line dps. I wish I was NE, I want the shadow meld for arena so I can pretend that I'm a rogue with my rogue 2v2 partner. This would make a 2v2 team very dangerous if they can't find the priest untill they are casting high dps nuke spells. Also, the drink/shadow meld trick is VERY useful if you are fighting with a war that can stay alive for a while or going for one of those epic battles of who can outlast who....
I would go with NE or dwarf personally. Leaning toward NE. But, human can be very useful if you are healing. Run into a group of stealth toons, you can try to search em out before they jump you. Oh yeah, and perception isn't just a small ability. I find stealthed toons all the time, well, every time I've use perception on my paladin. Perception/mount, shock when I find em followed with a HoJ. I'm sure this $%^&es em off every time. =)

the question is, are you grouping with a human or a rogue when you hit 70? are you even doing 70 pvp or are you doing a lower lvl pvp?
if your going with anyone who will be able to find rogues and such then roll NE for the extra skillz, your friends can search out the rogues and such.
NE > Human imo
3 spells > 1 spell and buff to spirit in pvp.
btw, their is no spirit gear to gain from arena at 70, so no nice big bonus to spirit from the human side of things.
besides, stealthing + eating and drinking in BG is niiiice lol
