If you're just starting raiding now, your agility isn't high enough to make Survival worth it.
I'll assume by raiding, you mean Kara. If so, stay with BM, it's the most friendly dps spec with lower gear.
That being said, the hit cap is 9% to never miss, aim for that first before going nuts on agi/crit.
