If your tank doesn't listen, then you have a fail tank and you're allowed to start using obscenities with all caps.

Mana in low level instances is incredibly hard to come by. A lot of the times it's generally because you start overhealing. When you get to level 40ish, it begins to get much easier. Then you start doing cata heroics and wonder where it all went again.

They really should have given us Leap of Faith at a lower level, so tanks couldn't possibly run too far ahead ;)

I usually ask for a moment for mana, and if they dont listen, I let them die if Im not ready or whatever. Usually works, lotta people Ive talked to have done this to. Gets funny after awhile.
I had a healer like that when tanking on my Paladin. Constantly hanging back and slowing down the run without any reason.
At some point in the dungeon a door shut and the healer was still outside, only me and 2 other dps got in.
He even had some snappy remark like "Oh that's what you get for running that fast, now you are going to die haha!".
We killed the boss just fine without him, I could easily heal myself for more than enough.
The truth is that from 1-60 a well geared tank (which everybody is these days, everyone seems to be covered in heirloom gear) can pretty much solo all dungeons anyway. The healer just has to tag along, do nothing most of the time or heal a bit in case the tank pulls several groups at once. Or when dps are standing in fire.

This. A low level healer is only there to get brutalised and bullied. You are the one supposed to have food and drinks. You are getting kicked for being unable to hand out drinks you bought at the inn. You are supposed to run back and resurrect people. A group 'needing' you is a bunch of clumsy numskulls.
