I must be missing something, but -
Why don't you just vendor (or bank) the Felsteel Whisper Knives, and use the slot they previously took up in your inventory for a stack of arrows? Unless you want to keep a thrown weapon around for some reason, that would seem the best solution to me.
(Also, sorry, I have no idea how to do the macro you're asking for - just thought I'd wander by anyway and offer an alternative solution. Feel free to ignore :) )
