As long as you only do 5man instances, there is no lvl73 mob which means hit is much less important (you only need +5% hit against lvl 72 mobs). However I'd rather keep Balance of Power in order to not be concerned at all about +hit on gear, since i don't see Celestial Focus as having any group utility (the stun on trashes is nice but not determining).
If you intend to do raids, then you should also absolutely keep BoP.
