QuestionC
Move
at least
one point from Eclipse into Celestial Focus.
The elitistjerks numbers are based on very high crit level, and the presence of a number of buffs. For a fresh 80 who isn't immediately going to be injected into well-built 25 man raids, that third point of Eclipse is useful.
Anyhow, except for the fact that there's no OoC. It seems like a fine build to me.

Raid:
10% (from any Frost/FFB mage out there)
3% From Totem of Wrath/IFF/ret pally
3% Focus magic
Talent:
5% Moonkin Form
4% SF/W crit from talents
3% SF only from Imp IS w/ MF on target
Gear:
5% from t6/t7 set bonus
1% per 45.90598679 crit rating
1% per 80 Int
There are ALOT of ways out there to get crit early on pick and choose or take them all if you can...
in terms of probability you'll want to stay 3/3 in eclipse. But, there are times when pulling points out ARE going to be better and it is very very gear/situation dependant on when and how much.

Don't forget Imp FF... 3% crit, and 3% hit!
The amount of itemization that the 3% hit will give you (and your party members) is WELL worth the 3 talent points. Instead of +hit enchants, or +hit gear pieces, you'll be able to pick up +crit and +haste enchants and pieces of gear.
Let's face it, starting out raiding you need as much +hit as you can get (and your raid). And you get an extra 3% crit too.
Don't pass up Imp FF for raiding.

Raid:
3% From Totem of Wrath/
IFF

Lol it is in there just up with raid buffs as you can recieve it from another boomkin if you have one in the raid.

Hehe, I see where you put it now :D
Just wanted to make sure some the OP understands the importance that IFF brings to yourself, as well as others :D

This is a good thing to emphasize yes, but I would want to bring up that it would only be truly usefull for a 25 man raid and limitedly in a 10 man. It's a 4-6% dps loss upon working it into your rotaion, which does not cover the 3% gain in chance to hit. HOWEVER in a 25man the increase to hit for the entire raid will allow them to stack more dps stat more then covering the small loss in terms of raid dps. If you have a Spriest though use the points elsewhere as his 3% hit is applied with one of his main rotation spells. The crit portion can be gained from other places so if these other ways are available to you by all means squeeze even more dps out of your talents:P
