As far I know dagger spec only affects white damage.
DW spec is better because it will increase the damage of your OH mutilate strike.
I'd love to see dagger spec to someday affect crit chance like malice but that'll probably never happen :(Dagger Specialization (5/5) increases your critical strike chance with daggers by 5%. This affects your white damage and your yellow damage, as long as the damage is down with a dagger type weapon.

Dual wield spec is superior to dagger spec in a mutilate build. As jdausten pointed out, dagger spec does affect
all
attacks made with daggers.
