I leveled as Enhancement till I hit Outland, then it was easy to pick up some decent Elemental gear from the early questrewards. Start gathering stuff at the early 50's, and you should be on your way.

True Gauroth, the "of Elements" set is however quite decent as a start. 3 of the pieces are BoE, and shouldn't be difficult to get cheap on the AH. 1 more piece from a quest-run to an instance should - with a bit of luck - yield the 4th piece, that gives the set a decent bonus.
