One thing I think a lot of people overlook when making twinks is
Haliscan Pantaloons with
Runic Spellthread (or any pants really, but these are not boe so they can be shared between alts). The spell power is probably of little consequence, but 20 stamina is pretty huge at level 19. You may also be able to use
Sapphire Spellthread for an extra 10 stamina, but I haven't tried it yet. The item description doesn't mention a level requirement, so it seems like it should work.
Tossing some pants with runic spellthread on my level one warlock was awesome, as I dueled and beat level 7 characters and watched them scratch their heads in confusion.
EDIT: Similarly, you can use
Haliscan Jacket with the
+6 to all stats enchant. You do lose 4 intellect over
Tree Bark Jacket (plus another 100 health that you now can't enchant), but this again has the benefit that it is not boe so you can share between alts if you want to level up another twink later (+6 to ALL stats makes it versatile), and it can be a good fill-in until you get the Tree Bark Jacket or something else.
