As a low-level 'lock you are going to die in BGs,
a lot
, get over it.
You have very little damage mitigation, low base health and no healing spells except Drain Life (that glowing, green, "here I am come and kill me" spell) that won't heal you for very much without decent spellpower.
I, personally,
would
max your spellpower over any other stat.
A dead lock does no damage, sort of.
Actually a dead 'lock can do loads of damage, more than any other class.
Even after you're dead, your DoTs keep ticking, often killing your attacker when he should be celebrating his kill.
Without enough spellpower your attacker can just tough it out or heal his way through it.
Look for "..of Shadow Wrath" gear wherever possible, it'll give you a bigger dps increase than any other gear.
Enchant for spellpower anywhere you can (just weapon, bracers and gloves at this level) and enchant for stamina, health or armour everywhere else.

Indeed, but you can actually use this as a deliberate tactic, especially in WSG.
If your role in the BG is to mix it up in the midfield then you can have a lot of success by DoTing everyone up, dying, catching the next rez wave and running straight back into the fray with full health and mana, a brand new VW sac shield and your enemies still dying around you from your last attack.
It helps a lot with this if you have an addon that tracks the rez waves to help you time your suicide run.

Good lock 19 twinks surprisingly powerful in WSG or arenas.
In arenas and duels, your fear and instant dots can win you most of the 1v1 situations - just dot and up and keep running away from the opponent, and fear if s/he cloese you down.
And in WSG, as WoWTheoryCraft rightly put it, stick around in the mid-field, and spread out your dots around the enemy groups, this way you will often top the damage tables.
