Low level sham questions

Couple of quick questions,

-Leveling spec from 10-30, is it fine to go Ele so I can continue questing while Qing as healer? when does it become non-viable to heal (successfully anyway) dungeons and PVP with out a restro spec.
or vice-versa, when does it become non-viable to kill Quests with a healing spec

(I dont want to be leveling like I did with my holy priest in TBC one mob-drink-get aggro while drinking-die-rez-one mob-drink-repeat!)

I intend to heal my way most of the levels in dungeon runs and odd bit of pvp, but one of the main reasons I rolled a goblin shammy is so I could see first hand the new leveling zones and so wish to be still able to quest when Im at the level for the places Id like to see

and 2nd question

just got Flametounge buff, but since using it it seems to shift all my buffs over to the far right of the screen, including my totem and shield buffs. Ive looked at the interface menu and unticked a few things but nothing seems to change this. I can live with it but it is a tad annoying as it covers over half the map and clock.
Im guessing its a addon or a bug. Anyone else experience this? Is there a way to stop it with out turing my addons off? (Im only running healbot and titan bars, both of which I like runnning for playing)

I’ve leveled a resto shaman in Cata into the 20s so far, and questing has not been a problem (keep earth shield on yourself, drop your fire-spitter, lightning bolt x2, shock, primal strike, and most mobs die about the time your shock is off cool down). Slower than with enhance, but have had essentially no deaths and those were from me being stupid.

But I found healing dungeons pre-20 to be pretty marginal…you only have two tools: healing wave and earth shield. When you get an undergeared tank (typically a bear that just got bear form and still has mostly kitty gear), I found they could die between healing waves when hit by multiple mobs. As elemental you wouldn’t even have earth shield to offer, so I really think you might have trouble.

Come level twenty you get flash heal and healing stream totem, so start having more tools to work with, so that might work out? (I got discouraged enough on healing that I went off questing some more and haven’t tried it again with those in hand).

(and no idea with the other issue, I've not seen it)
