Yes multiple warlocks can do the quest at the same time, all they need to do is both speak to the horse spirit at the end and complete it. Ive heard you can even substitute in more warlocks after youve downed the boss and they just come in and talk to the horse spirit to complete the quest. Good luck and enjoy the dreadsteed!

if you're asking if you can complete the quest, then i've misunderstood your question...
if you're asking if two locks (alone) can do the quest then no... you'll need a healer for sure and a tank isn't a luxury here aswell...
i did it with 3 warlocks a pala and a druid, where the druid was in bear form... the other 2 locks died during the final battle, i was the only one still standing...
(might have something to do with that i casted siphon life before my dmging dots on all the little imps jumping around)
