Depends on you playstyle. Even if you do level with the fastest build it would seem slower if you are not having fun while you are doing it. IMO Mutilate is the funnest build to level with. Combat is fast but repetitive. Subtlety isn't all to great at leveling but if you're having fun while doing it, it'll whiz by.

mutilate is tedious at 80 when you have to get hfb for raiding
but for leveling and pvp its pretty fun imo, crazy burst- like 2 shoting mobs burst
however, i found that combat was more fun leveling. I loved pulling a $%^&-ton of mobs and then burning all my cds downing them. You will also be able to solo most group quests once you have mastered the tree (with mutilate if the mob you need to kill is stun immune you are sol)
it all comes down to what you feel the class should be doing, but yea combat is generally accepted to be the fastest way to level

Check the sticky, there are 3 different paths for each tree for leveling. You are going to get to 80 one way or the other so pick what you want to play. Personally, I level the spec I plan to PvP in, its a tad bit slower but it got the job done.
