I have not actually leveled as Disc/Holy (although I intend to try doing so in WotLK), but I can tell you how I solo as 20/41/0 at 70.
I usually open with a Holy Fire, Smite 2-3 times, and then wand it to death. I don't use SW:P, because it's a fairly high mana cost spell, and if you're not going to get all the ticks it's sort of a waste.
Were you shielding yourself before pulling? PW:S is also a fairly high mana cost spell. Unless I'm taking an unreasonable amount of damage or getting too much spell pushback, I find that it's more effective to use a downranked renew to heal whatever damage I take rather than shielding.

Hey Ive been leveling disc/holy from the very start, meaning at lvl 10 I picked up disc, then starting from 30 (when dual speccing is available) I immediately went for holy as well, for me I had no problem leveling at all, mostly because 90 percent of the time I did dungeons :) so thats a good way to lvl as holy or disc, also to learn and get better at group healing its nice to do, though when I did quests I also had no trouble, In Holy I do Holyfire -> Mind Blast -> Holy word chatise/ smite (if not dead after the first 3 i often end it with shadow word death, not always in that order, sometimes ill start with chatise, then holy fire.. but for me this works nicely, nvr even have to heal myself. in disc i go, Holy fire, Mind blast, Penance, shadow word death. Also works like a charm, must say as disc they go down a tiny bit quicker.

If you find a thread by searching be sure to check the date that it was made. In cases like this one the information in the thread can often be totally outdated and just misleading when read today and those threads are best left in the past.
It's good that you did a search before making a new thread but if you can't find something a bit more recent then it's totally okay to just make a new thread.
