Retribution is now the (ABSOLUTE) best choice for leveling. You'll be able to heal instances if you're confident enough, but you shouldn't need to until 58. I just picked up healing gear when it wasn't going to intrude on my STR/AP set, and not a single person knew the difference. Constant judgments to keep my mana up, Sheath of Light crits, and a Seal of Light glyph got me through every dungeon in BC without a single issue.
There's no reason to level as Holy. It's true punishment. I'm doing 800-1000 DPS when I'm Retribution at 75 (in full quest greens,) meanwhile I was Holy from 70-75. I could NOT break 500 DPS (in full instance/crafted/BoE blues) when I was Consecrating/Holy Wrath'ing undead mobs. Holy really pales in comparison to the rest for solo'ing, but when you hit Northrend, and you get your basic gear, there's a constant flow of groups. You'll still only earn 1-2 bars PER DUNGEON, so it's still SLOW.
(Being honest, any comment on Protection's viability was made well before the buffs Retribution got in 3.0. Prot grinding is ineffective. Questing is the best method you'll find.)
