I'm not too sure but I think that in the patch notes somewhere it says that there is an increase in xp given throughout WoW, although I think its only pre-TBC. I think if you read the patch notes to make sure that I'm not wrong.

No, Outland (Singular) was made much faster. To give you an example, many people have reported being close to level 70 even by the time they first entered Nagrand.
