Level 60 twink

I have a few questions about level 60 twinks.
Do level 60s go into the 55-60 bracket or is it 60-64?
Is the locked exp bracket for level 60s active or should I buy a new retail account and not get the expansions so I don't get experience and can play with the non exp blocked accounts.
What realms are good for level 60 twinking? I know the battlegroups are merged now but maybe there's a realm out there with level 60 guilds and such.
That's all.
Edit: Same thing for level 70 pvp, is it 65-70 or 70-74, should I get a TBC only account and what realm.

Expansion capped players at level 60 or 70 are considered to have their experience locked, so they play in the locked brackets now.
60s play in 60-64, and 70s play in 70-74. I don't know which brackets are active, however.
Check the official WoW forums if you want to find a realm. I know guilds exist though, for sure.

Expansion capped accounts are now brought in with the exp off groups, no point in the old expansions for 60/70/80 twinks now.

Ok I read the official pvp forums and it turns out that 60 pvp is pretty much dead and level 70 pvp is fairly active.
Just to anyone who reads this wondering.
