I can translate this, I am an expert. What Skosiris meant was...
Technically there's no way (without an addon that allows out-of-combat time delay to macro commands) to time your yell to happen
after
you have mounted. The simple macro, which would yell while you are casting the mount, would basically look like this:
/use
mount name here
/yell
your message here

I'm on thin ice here, but I believe the Ace libraries, which many, if not most, people have contain functions for the /in (x) command, which performs the command y after x seconds. With support for this function the macro would look like:
/use
mount item name
/in 3 /yell Hi ho, Silver away!
since the cast time for mounting up is 3 seconds.
