While I have not done any theorycrafting with the talent, your friend is basically wrong. For raiding in SSC/TK, the talent is sometimes a given (for example, Hydross, but equally on Lurker it's next to useless). Tanks bordering on Kael'thas or T5+ progressively will almost always reflect this.
By the way, if I did this correctly, then it isn't 3% as your friend suggested, it would be 5.4%.
6.0 * 0.10 = 0.6
6.0 - 0.6 =
5.4%

One thing to be wary of is that resistance gear, in some situations, can come from strange places. For example, an all-magic fight wouldn't really require heavy armor, now would it? The armor would do nothing...
So, in comes mail/leather/cloth greens, with huge focus on stamina & resistance. While it may not be ideal for anything high end, it does work & is very cost efficient in some cases. Good for filling in holes.

I have never needed to use resistance for Heroic Ramparts. I sincerely doubt it has gotten harder over the last 8 months.
Regardless, it can help...but I believe vigilance & improv are of the utmost importance for that fight, especially for players with less than T4 equipment.
For anyone without T4 equipment, the fire resist gear is a huge waste of Badges before obtaining all the other...which would make Ramparts an absolute joke, even for the healer.
