(between defence and weapon skill)No, bonus defense rating does not count towards miss/hit, only the "base skill" counts, which is limited by your level. For PvP, it's 350 vs 350, ie no modifier from that.
@Rayona : while your explanation of the hit system is accurate (1 roll for melee/ranged, 2 for spells) I'm not sure you are coming to the right conclusions. This sentence expecially seems untrue to me (or maybe i'm just misunderstanding what you're trying to say) :
you still benefit from crit at a reduced amount in melee dmg calculations
On your 1-roll for a physical attack, the range attributed to crits on that roll is determined thanks to your displayed crit rate, ie your effective and real crit rate are equal to what you have on the paperdoll.
Dodge and miss (or your +hit bonus) have no impact on it, so you benefit from your crit rating at the full amount. (unless they are high enough to push out all normal hits out of the table and then some more, but that's not something you'll see often appart from a rogue under evasion).
After that the crit reducing mecanics from the opposing players do come in effect (talent, resilience, ...), but that's different.
For spells however, your listed crit rate is different from your effective crit rate because fo the 2 roll system : first roll says if it hits or not, second roll says if it crits.
Your displayed crit rate applies to the second roll as is, but the effective crit rate is dragged down because of the miss-rate on the first roll.
(ie effective crit rate = displayed crit rate * chance to hit)

I take it by this you mean for PVP, only base skill counts towards hit/miss calculations.Yes, but it's the case for both PvE and PvP. However in PvE, the mobs basic weapon skill/defence can be higher than 350 (up to 365 at the moment).

Hmmm... You're completely right and i'm wondering what i was thinking of when i wrote all this :/
Now to try to remember what part of the mecanics it was where there was something akin to what i wrote. Maybe weapon skill impact on hitting bosses...
