Heroics still have a lockout?

Yesterday, I ran End Time for the first time, going through random LFD.
About an hour later, I qued up again through LFD, but this time specifically selecting End Time as I haven't aquainted myself with WoE's fights and didn't want that to pop up.
After I ran it the second time, I realized completed the same heroic twice in the same day. So, did they do away with the daily limitations with heroics or am I missing something?

The 1-day lockout for Heroic dungeons is still in place, but will only be triggered if you specifically queue for a dungeon.
Heroics you do through the Random LFD tool are exempt from the lockout system, and will neither trigger a lockout or obey lockouts already in place.
ie. If you had already done End Time by specifically queueing for it, therefor causing the 1 day lockout for that dungeon, and you then queue up for a Random Dungeon with the LFD tool, you'll still be able to get End Time as your Heroic.

actually if you do a random heroic and kill a boss in there it will put that dungeon on a lockout.
however if you queue randomly you still have a chance too get into that dungeon agian, as the random dungeon finder ignores lock outs you got.
but ones you did a dung through either spefic or random queueing (or the old fashioned going there), you cannot redo it by spefic queueing agian that day.

Ah really, I didn't know Random LFD still triggered the lockout for said dungeon through specific queueing. Thanks for the correction.

Ok, either there is some inconsistency at play or there is a method to the madness I don't know about.
Monday night, I queued for a random Hour of Twilight heroic. I got Well of Eternity.
After completion, I pulled up the Dungeon Finder interface again and hovered my mouse pointer over the little dice icon that shows you what dungeons would be included if I were to queue again for a random HoT heroic. Well of Eternity had the "locked out" icon next to it, indicating it wouldn't be included. I pulled up the "specific dungeons" list and again, Well of Eternity had a lock next to it.
WoE was the only dungeon I ran that day.
Last night (Tuesday), I queued for a random HoT heroic and got Hour of Twilight and completed it.
Again, after completion, I pulled up the Dungeon Finder interface and hovered over the dice icon and it showed that all three dungeons were available if I queued randomly... no lockout icon next to HoT. I pulled up the specific dungeon list and again, no lockout next the HoT, the one i just completed.
HoT was the only dungeon I ran yesterday.
If there is no clear answer, it's not the end of the world to me... it's just confusing and I'm quite curious as to what's going on.

/sigh If you run the dungeon through a specific choice, or go into it on the server, you will be locked. LFD does not lock you to your server specific version of the instance.

Tonight, being Wednesday, I queued for a random Hour of Twilight heroic. I got Well of Eternity.
I took some before queuing pictures and pictures after the run.
Figure 1, Exhibit A - Shows the "dice icon" (in the red circle) that if you mouseover, will show you what dungeons LFG will include when queuing for a
random dungeon

random dungeon

random dungeon

Referring to my 2nd post in this thread, this is exactly what happened Monday night when I queued for a
random
Hour of Twilight dungeon and got Well of Eternity.
But, last night (Tuesday night), when I queued for a
random
Hour of Twilight dungeon and got HoT, after the run, I was not locked out from running it again (neither queuing randomly nor selecting it specifically).
This is what I mean when I say it seems to be inconsistent.

Patch Notes from 4.3.0
"Players who use Dungeon Finder for a random Heroic dungeon will no longer be locked to that instance. Previously, players who entered an instance via the Random Dungeon option were then prohibited from queuing for that dungeon or entering the instance manually via the portal. Players should now always be able to complete a specific Heroic dungeon once per day regardless of any random dungeons completed."
Hopefully that clears up the confusion. Before 4.3.0, if you randomly queued for a dungeon and happened to get Halls of Origination, you would then be locked for Halls of Origination and not be able to specifically queue for it (though you could randomly get it again through random dungeon finder).
Now with 4.3.0, you no longer get locked out to Halls of Origination if you randomly queue and get it. You can randomly queue, run Halls of Origination, and then when you get out you'll still be able to specifically queue for the dungeon.

I assumed that was what the others were saying.
After experiencing, and providing visual evidence thereof, an occurrence (twice now) that contradicts your very post, I concluded it must be a bug and found others that are experience the same problem:

Odd that this was first reported at least three months ago and still has not been resolved. Then again, in regards to the party involved, maybe not so odd.
