while yes, the leggings are your biggest bang for the buck NOW, very shortly you can get better for just 25 more badges. So my advice to you, dont buy any badge loot items your just going to replace with better badge loot items in the near future. The new tanking pieces are going to be for your Chest, Belt, and Leggings. So dont get the current versions of those.
Definately get the brooch of deftness. Its only 35 badges, and is currently the best tanking necklace in the game until 2.4 comes out.
After that, id say if you still want to spend badges instead of saving for 2.4, get the gloves
