They are about equal for pve, while arms is a little better pvp.

I would recommend Arms while levelling - or Prot if you want to do LOADS of dungeons. Fury is much nicer when you have better gear (levels 60 and 70 if you buy the pvp gear, and 90 ofc).
For arms, the only thing I would recommend is taking the Second Wind talent. Right now it is very powerful and can give you the edge in both PvP and PvE situations.

Not really. If anything drops you below 35% its likely to drop you down through Srecond Wind just slightly slower. You shouldnt drop below certain HP% when grinding, unless pulled too much - Victory rush healing is enough if its not, Second wind wont make any difference.
