In raiding, you have to be hit capped(so you don't get resists), doesn't really matter if you're not raiding, haste makes you cast faster, thus you heal faster/cast faster, thus, throwing out more health or dps per minute.

if your raiding, you need 29x hit (i dont remember the number) its not mandatory to be there to start, but that is the goal. that is also assuming a correct spec
also, crit > haste
