[Haste Rating] Procs per minute in relation to Haste

Well, as I see it, the haste rating would have an effect on PPMs that are based on melee attacks, which would have to factor in haste if it factors in swing speed. But, I could be wrong.

No, haste rating does not effect the PPM average.
All PPM calculations are based off of the final speed of your weapon as it strikes, so if it is a 1 PPM weapon, it doesn't matter if you have a 0.1 or a 10.0 speed weapon, it will still proc on average once a minute. Passive haste _will not_ increase the proc per minute, neither will haste from trinkets, nor speed abilities like the rogue's slice and dice or blade fury, etc.
+Hit does not actually increase the PPM, but it will increase your uptime closer and closer to the theoretical maximum. To illustrate using fake numbers that are easy to understand:
Lets say you have a 2.0 speed weapon, a trinket that will proc off of any critical hit and last 10 seconds with a 10 second cooldown, you have a 50% hit rate, and of all the hits that land you have a 50% crit rate, and lastly you have no instant attacks. The theoretical maximum uptime for this fake trinket would be 50% of the time.
You make one swing and the trinket proc's, stays up for 10 seconds and then is on cooldown for 10 seconds. On the first hit after the cooldown is up, you have a 25% chance per swing to reproc the trinket (50% chance to hit, and 50% chance to crit on hit's that land). Now increase your hit by 25% while keeping the crit chance at 50% of hit's that land. Now after the cooldown you have a 37.5% chance that you will crit, increasing your trinket uptime. Increase your hit to 100% and you have a and after the cooldown you have a 50% chance to set off the trinket.
This is an example that would work for a trinket like the hourglass of the unraveler, though the numbers wouldn't be as pretty as the ones above. From a Rogue's perspective, Hit is best because it increases your chances at applying poisons, proc'ing sword specialization, getting energy back from combat potency, as well as keeping the proc's of trinkets/enchantments like dragonspine trophy, warp spring coil, or mongoose up as much as possible.
When you add in instant attacks like sinister strike for rogue, you can actually increase the PPM of a no cooldown trinket/enchantment like mongoose past the normal 1 PPM by using a slow weapon.
+Hit will not actually increase the PPM of a trinket/enchantment/whatever with a cooldown, but it will reduce the time inbetween when proc cooldowns are over and when the item next proc's, bringing the uptime closer to the theoretical maximum.

There's a huge mistake in the original post:
Every minute, the warrior does 10 Bloodthirsts*, 6 Whirlwinds, and 4 Overpowers, for a total of 20 instant attacks. With weapon 1, he will do 30 white hits, for a total of 50 Hits per minute. With weapon 2, he will do 24 white hits.
For weapon 1 the chance to proc is 1/30, the warrior does a total of 50 hits per minute which makes the actual PPM 50/30 = 1.67.
For weapon 2 the chance to proc is 1/24, the warrior does a total of 24 hits per minute which makes the actual PPM 24/24 = 1.0.
The 20 instant attacks weren't added to Weapon 2. The following is accurate:
For weapon 2 the chance to proc is 1/24, the warrior does a total of 44 hits per minute which makes the actual PPM 44/24 = 1.84.
Which goes more in line with the accepted fact that slower weapons proc more often.The example refers to duel wielding. The 20 extra attacks only occur for weapon 1 because it is in the main hand.

I spent a day awhile ago going through comments on different weapons with procs and enchants here so I could try to understand this for myself and what I believe now is based off of that so who knows how off I am but here's my understanding.
The PPM is simply an average number of procs based on the original weapon speed with haste taking effect afterwords.
Example:
A weapon with a 30.0 attack speed has a PPM of 1.
1 minute = 60 seconds
30/60 = 0.5
That makes the proc chance for that weapon to be 50%.
If you were to get the attack speed down to 15.0 via haste, the 50% proc chance would remain, effectively doubling the PPM.
In conclusion, haste directly effects a weapon's PPM.
Note: Only white damage is considered above. Also, please put me in my place if this is totally wrong.
