use it right after you swing, then with a 3.6 speed weapon, your attack per swing will be changed to 4.1 seconds but you get added damage, however, it is mana consuming and may be hindering

If you are ret, it resets your swing timer and it kind of hinders your actions and depending if it crits or not will probably decrease your over all DPS in the long run

my hammer of wrath says it will attack at 35% of health but it only works at 20% hp. any help?
