20-30 can be a bit tricky. I find a combination of Wetlands, Ashenvale and Stonetalon mountains to be the best. There should be quests leading you back and forth between the zones.

On my rogue and mage 22-33 I just hammered my way through Duskwood, At the high 20's / low 30s I ended up grinding a bit then heading over to STV.
