Unless you are able to attain the next WG breakpoint with raid buffs and know for a fact you will get a DI, then 10% unbuffed haste is what you want to aim for. This, along with raid haste buffs, will give you the extra rejuv and lifebloom ticks. The extra regrowth tick is absolutely not worth it over mastery. After 10% reforge crit and any additional haste to mastery.
The WG breakpoint is 21.6%, and that is the only noteworthy attainable breakpoint after 15%, so obviously that is a goal to aim for once you have attained some heroic gear or have a warlock that loves you.
Wild growth and rejuv should be fairly close on your top heals depending on the fight. Always always always keep WG on cooldown during raid encounters if there are more than 3 people under 90%.
As for my experience I am currently 12/12, and 2/13 heroic 25m.

I thought the raid haste buff was only 5% from Wrath of Air, Mind Quickening and Moonkin?
I'm in only a few epics, but I keep my haste sitting around 17% for that very reason. We've just brought in a Warlock to my 10 man group, so should I be sitting at 14% haste or 9% (9% + 3% DI + 10% raid)?
EDIT: My bad, I was thinking 1700 haste. Currently I only have 13.5%. Question still stands for anyone who can help. :D

The passive constant raid wide buff is 5% from the abilities listed by Gilean, and they don't stack. DI from a lock is 3%, and does stack with the 5% buff. All the % buffs are multiplicative with the haste you get from haste rating, so if you have 10% haste from gear/food buffs (which are haste rating) and you have both the 5% and a DI buff, your actual haste will be 1.10 * 1.05 * 1.03 = 18.965% haste. Working backwards from the 21.6% listed for an extra WG tick, you'd need (1.216 / 1.05 / 1.03) = 12.436% haste from gear/food. If you weren't going to get a DI, you'd need (1.216 / 1.05) = 15.81% haste from gear/food.
If you can get almost 16% haste from gear, it's probably worth it.

I went to 13% unbuffed to get the extra tick on Rejuv, which is an extra 3500-4500 hps for me. I debated going to 15% for the extra LB tick, but I don't think its worth it for 1400 hps or so.

The extra tick on Rejuv is quite nice to have. The extra tick on LB does not matter terribly much in the scheme of things as the only time you should ever let the HoT fall is ones cast during ToL spams.
