None of the re-skinning glyphs made it into the release as Blizzard felt it was stupid to force a class to use a glyph spot(even a minor) to change how they look. It may return to this method but for the mean time it's not available in the game as they look for another method.

They are working on a better system to customise forms ( a bit like toon creating window ). Wait and see.

I prefer to see a real customasition ( like the toon creating window with different heads, fur colors, tatoos, etc... ).

I think they are gonna make a "barber shop" for forms. I heard somewhere that that's what they were planning after dropping the form glyphs.

well mages have a skin glyph for their polymorph....

Well, I'd have preferred a new look for cat in lieu of for example 50% Aquatic Form speed or a cheaper M/GotW.
