You can use both, but it doesn't give you exactly an 8% proc chance. It works out to something like 7.6% if I remember correctly, but I'm tired and don't want to do math right now so... it's close enough :D

they are separate rolls on each tick meaning that a single tick could proc both. this is what account for the slightly less than a cumulative 8% that kylishrak mentions.
...however, the fact that they do stack doesn't necessarily mean you should use either or both.
