For the enchants go with either 150 Health or the +6 to all stats chants are good.
Or if your final goal is arena and you want to max out resilience try Major Resilience

As far as gems, if you want to do arena go for resilience/stamina gems..these do cost a bit so if you are just starting out you can get some cheap spell dmg gems and then replace them later

Edit:Steady Talasite or Solid Star of Elune for gems

If you're planning on using it for PvP, Steady Talasite and Solid Star of Elune are your targets.

Check prices on the AH. Talasite is reasonably cheap on my server.
