i know this is a dumb question but how long does it take to get full rested from staying in an inn, and how many levels can you be rested for?

You gain rest faster the higher level you are.

You gain 5% rested XP for every 8 hours you spend resting (1/20 of the XP bar, 1 "tick"). The maximum is 150%, which takes 240 hours (10 days). As you advance higher in levels, 5% is going to mean more XP, but it'll always be 5%.
You can also "rest" in unsafe territories (i.e. not in town or an inn), but it is 4 times slower.

The Rest Experience is most useful when you go on vacation, or was away from WoW for a few days, it's a nice welcome back.
As Battleguard said, he's pretty dead on from what I seen!
Indeed... As far i remember, it was introduced to make people who was away from some time, to be able to catch up with their friends and such..
