I've had an assassination rogue with

utterly destroy me. He stun locked me until he had 4 CP and used it, and I got owned very fast, because with Imp Expose Armor I had no armor left.
That is the only person I have seen use it, for raids it is useless, and you are just going to make your tanks mad, because Expose Armor rejects Sunders, and tanks use sunders to build aggro.
But for PvP on the other hand....

For arena/PvP Improved Expose armor with stacked Ignore Armor stats on your gear, you will definitely tear cloth and leather wearers a new one. Most of the Tier 6 armor and Season 3 arena gear has ignore armor stats. Blizzard should update the character sheet to display how much armor your melee attacks ignore.

Because Expose armor is more effective with the less armor the target has its one of the "better" pvp moves, you can expose armor a clothy and more of an edge of them, try expose armor'ing a SL/SL lock. It makes them die faster even with SL on.
The point im trying to make because i've been somewhat vague is that expose armor is a good move on low armor targets, while on a high armor level target it is still a valuable move.
