Get it to the soft cap. 26 skill with the Seal of Truth glyph. Until the cap, its better than all non-strength stats (roughly equal to hit).
Never ever gem for expertise. Gem for strength, reforge for expertise and hit caps. After those caps are reached, crit > haste > mastery until next patch, then look for new information.
