No you don't have to lol. There is no specific (mount) riding skill. It's just riding skill. So if you have riding skill 75, you can ride any of the 60% mounts. And...don't worry about gold right now, just get to outlands ASAP, the gold will come in so fast that by 61-62 you can get your epic mount, if you didn't earlier.
Pick at least one gathering prof, preferably 2 such as mining/skinning. Sell what you get on AH

No need, a riding skill is universal for all mounts on that level, so a 75 riding skill will lets you ride any level 40 mount, 150 any 60 mount, so on and so fourth.
Don't worry about money right now, I asked the same exact question about a week ago, by 62 I had the mount, and now (Mid 63) I'm back to over 600g. As long as you quest, and use your professions well, you'll have enough cash in no time.

You should go to Outlands when you're ready.
I'm currently 62 and went as a 58, you can easily get to 60 in a day because of the over hyped xp from quests and mobs. So just go when you're ready or you feel like it, it's up to you. :)

I suggest 58, you'll get to 60 in no time, and the gold and items you get from those quests will also help a ton.

Justin is right, I blew by 58-60, but as soon as I hit 60, I was amazed at how much more exp you needed to get to 61. But thats a whole other thing. :P
