It's quite easy actually... go to the shaman-talent calculator here on wowhead, put in the spec, click "Link to this build" at the top and copy the URL. Next, when you type in a forum reply, look at the icon that resembles a globe with a small chain in front (6th from left), and use that - should be fairly logical then.
Anyway, why are you putting points in Reverberation? You don't really need to use Flame Shock other than when it ticks out, due to the Flame Shock glyph not being consumed by Lava Burst (even without, Lava Burst has a 8 second cooldown, which is larger than the natural 6 second Shock cooldown).
About gear... well, you're lacking ALOT of hit. You should be aiming for 10% from gear, as that - with the 3% from talents, 3% from Misery (shadow priest) and the Draenei racial - gives you the needed 17% cap. Take advantage from being a jewelcrafter, and get those hit-gems. More crit would also benefit you alot.

This is the spec I currently use in 10 and 25 man Naxx. It's pretty much the basic spec used for elemental shamans, at least until the next patch when they revamp our talent tree. I would go though explaining why that is a good spec but there's to much to explain really. Glyphs I currently use are Glyph of Flameshock, Glyph of Lava, and Glyph of Flametongue. I push 2.6-2.8k DPS and I've went over 3k with bloodlust up on. As Gnubigena said, hit rating is a very key part of your ability to process a maximum amount of DPS. We currently run with a Druid with Imp. Fairy Fire which does the same effect that Misery from a Shadow Priest does, and the hit cap for me (Horde Side mind you) is around 288. I took a slight change in gear the past few days so I lost a few points, I was capped for 10 mans w/o any bonus hit buffs from party (which is 370 hit rating) but I changed some gear around to get lower and have a higher spell damage and crit rating. One thing you should also realize is, in most 25 man raids there will be a support class that will help you get mana, weather it be a Shadow Priest, Survival Hunter, or Ret Paladin. They are usually around and they all have Replenish which gives you alot of mana back and when your auto criting your Lava Burst every 8 seconds you shouldn't be running out of mana ever really.
