If your interested in PvE go Shaman. They are a broken class as far as PvP is concerned.
If your interested in PvP go Druid. One of the best classes in the game, can easily switch between pvp and pve. Which other class can tank and dps in the same spec?
I have both classes at 70 and enjoyed Druid more.
Go Druid.

I played a shaman for a long long time at 60 and for several months at 70. I was usually a healer at 60 and I was elemental at 70. Currently my girlfriend is a healer shaman at 70. Shaman in pvp are, as said above, broken. Resto is the only remotely competitive pvp spec for a shaman, so you could at least save money by not changing talent builds for pvp. A healer shaman in pvp is 'tolerable' to play. The other two specs are highly frustrating in most pvp situations.
Druids healers in pvp are extremely difficult to kill, and very hard to stop from healing, with so many instant cast abilities. Just last night I chased one around eots on my prot warrior as he carried the flag. I don't think it would have been possible for me to kill him unless he went afk. Even as a dps spec it would have been difficult. I don't know how their healing works in raids, have not grouped or raided with a resto druid since 60. But it is of course useful to always have at least one on 25 man raids, hots on the tanks = hot.
As for your comment on Druids healing in raids... I would rather they off heal because they lack response to those pike damages that usually occur during boss fights. I realize they have Nature's Swiftness and all, but thats on a timer and Swiftmend is also on a short timer.
Resto Shammy for Raids. They are by far the best healers for raids, mainly due to their Healing Wave.

The whole point of druids in raid is to mitigate spike damage on the tanks. The hots are too slow for raid dmg, when a pally can FoL in 1.5 seconds or shaman can hit multiple targets with chain heal. Druids are best used in raids to mitigate constant damage since they will tick before direct heals will land.

The way lifebloom works makes it great for spike damage absorption. With 1500+ heals lifebloom fully stacked ticks for 700 health every second, ticking multiple times before a direct heal will land. Add to that rejuvenation and even regrowth if ur tank is taking too much dmg and u can get about 1.2k hps on the tank with very little overheal.
